What you do to one side, you do to the other. Add #17# to both sides:

#4 + 3x + 17 = 6x - 17 + 17#

This turns into

#3x + 21 = 6x#

Minus #3x# from both sides:

#3x - 3x + 21 = 6x - 3x#

Which makes;

Divide #3# from both sides:

#21/3 = (3x)/3#
